The Doctor Who Site has an interactive checklist in their merchandise section. Right now, it just has the Character Options action figures (I believe it is actually complete, save some information for Series 1 figures, and 9/10's FC TARDIS isn't on it).

They say they want to expand this to DVDs, but it's not set up yet. (Citing the massive amount of them.)
