custom heads in character options scale?

First, I doubt I'm the only one who would like to make figures of the other Doctors and characters to go along with the C.O. stuff.
Second, I don't have the skill or ability to sculpt or make heads.

I know figure customizers working in larger scales make heads and
sell them to other collectors/customizers. As far as the legallity of
this goes it's my understanding that it is ok as long as the itmes are not presented as official merchandise, produced in small numbers and any profit is low or non-existence. In the later case the cost of the heads would just cover material and the person's time making them.

I wanted to put the idea out there. I'd love to accurate head sculpts of the various Doctors to make figures with. Some companions and monsters would be good too. If nothing else what about accessories? An officier's cap for The Brigadier and U.N.I.T. berets would be nice also.

I thought I'd post this to see if there was any interest in this idea
and/or if anyone was interested in making such heads.

If I'm way off on this then tell me.

Great idea. I check http://www.andgor.com/ for new head sculpts every few months. At some point I will probably get them to make a Hartnell or Troughton for me. You could even get one made of your self!

P.S.
Hmmmm, looking at the site... They can do a small run of the same figure. Would WhoNA be able to sell them, or would somwone else have to do it?

Cool site. Appears as though the figures are in the 12" scale. I'd prefer the 5" scale, and would be interested in a group order if they could do 5" ones.
